生意社5月21日讯 前不久笔者在恒天重工(原郑州纺织机械厂)采访时获悉,2011年他们的化纤设备出口量最大,订单多;2012年他们的棉纺清梳联设备也在出口;直至今日,企业仍在加班加点赶做订单。“主要是国外的大企业在订购设备,譬如天虹集团的单子很多,这些年他们一直在走差别化路子,实现产业提升"。而就在笔者采访了恒天重工副总经理、总工程师刘延武的第二天,他已经踏上了去往越南的行程。

  记者看到了这样一个清晰的产业链条——我国纺织企业在境外建厂,大多在国内购买相关设备,由此带动纺机企业的出口。

  然而,棉纺织企业境内境外生产的一步之差,结果却相距千里之遥。2011年以来,中国棉花价格最多比国际市场每吨高出约6000元,这让在越南建厂的香港上市公司天虹纺织获得了令人羡慕的成本优势。天虹纺织公布的2012年报显示,公司2012年的营业额为73.415亿元,年内溢利大幅增加7倍至4.863亿元,每股溢利亦由2011年的0.07元跃升7倍至0.55元。公司的整体毛利率由2011年的8.1%增至2012年的15.3%,这样的业绩让国内的棉纺织企业叹为观止。受我国近年来实行棉花收储政策的影响,目前国内棉花价格稳定在每吨19000元左右的水平,而天虹纺织在越南有工厂,采购国际市场的棉花每吨比国内便宜3000元~4000元,由于成本上的巨大优势,使用棉花加工的纱线价格相应比国内纺织企业每吨也要低3000元左右,因此业绩表现好于国内同行。

  据悉,天虹纺织董事局主席洪天祝2006年决定在越南靠近胡志明市的同奈省投资建设纺织厂时,除了考虑可以自由进口国际市场棉花以外,也考虑到当地工人的工资只有中国的一半左右。此外,越南为了吸引外国投资,规定外国投资公司从首个获利年度起,3~4年免缴所得税,其后给予7~9年的所得税减半征收(约为12.5%)的待遇,远比中国“二免三减半”的规定优惠。尝到海外投资甜头的天虹纺织进一步加大了越南的投资力度,在南部同奈基地之外,天虹纺织在越南北部的新工厂已经在去年7月开始建设,总投资约11亿元,新增约40万纱锭。另外,天虹纺织还计划投资4亿元在南美洲的乌拉圭建设纺织工厂。据估算,全部项目建成后,天虹纺织的加工产能将从目前的100万纱锭增加至约150万纱锭。

  鲁泰是国内最大棉纺企业之一,2012年,欧债危机导致国内外棉价差持续加大,国内劳动力成本的不断提高,客户逐渐向东南亚转移订单。2012年鲁泰营业总收入及归属于上市公司股东的净利润同比均呈下滑趋势。另一家国内上市公司百隆东方,也是受国内外棉花价格差影响较大的棉纺企业,2012年公司利润同比减少55%以上。

  不难看出,较早“走出去”的天虹纺织,拥有先发优势,在国内外棉花价格差巨大的背景下,海外布局彰显成本优势。洪天祝认为,国内外棉花的价差由于政策差异将长期存在,拥有海外生产基地的企业将具备更多空间。中国纺织工业联合会副会长兼秘书长高勇认为,“从目前来看有出口订单的企业在东南亚建厂比较好。而这种被逼‘走出去’的趋势还会保持几年”。

  也有业内专家认为,棉花价格内外倒挂可能是短期现象。原因在于棉花收储政策存在调整可能,或不会长期实行。从长远来看,现在越南等地劳动力的工资也在快速上涨,将来棉花收储政策一旦调整,境内外企业在成本方面站到相同的起跑线上,国内纺织企业还是有很强的竞争力,不一定都要去海外建厂才能生存。

USDA: World cotton trade will decrease in 2013/14

World's cotton trade in 2013/14 is expected to decrease by 12% from the previous year to 39.5 million bales, due to the reduction in the supply of goods available for export and the reduction in the demand for foreign cotton due to Chinese policies. The 2013/14 forecast shows that global trade has declined for the third consecutive year because major exporting countries, such as Australia, Brazil, India and the United States, are expected to significantly reduce exports. Australia is expected to export 4.7 million bales in 2013/14, a 10% decrease from the previous year, resulting in its share of world exports being the same as 12% the previous year. Brazil ’s 2013/14 exports are estimated at 2.8 million bales, a 37% decrease from the previous year (1.7 million bales), due to a reduction in crop supply in 2012/13. India is expected to export 5.5 million bales in 2013/14, a decrease of 1.7 million bales (24%) from the previous year, partly due to competition from its growing domestic textile industry. The United States (the world's largest cotton exporter) is expected to export 11.5 million bales in 2013/14, a 13% decrease from the previous year, due to a significant decline in production in 2013/14. The African Franc area and Central Asia are expected to export nearly 4.3 million bales and 5.3 million bales respectively in 2013/14. The African Franc area is up 13% from the previous year, and Central Asia remains unchanged.

Bangladesh, Pakistan, Mexico and Turkey are expected to increase imports, but not enough to make up for China and India's 2013/14 import decline. China ’s 2013/14 imports are estimated at 12 million bales, a 34% decrease from the previous year. Due to the continuous increase in official reserves to protect cotton farmers ’minimum support prices, the demand for foreign cotton has decreased. In forecasting China's 2013/14 cotton imports, the USDA considered current reserve prices and import quota policies. The 2013/14 forecast holds that China's share of global imports is 40%, a decrease of 14 percentage points from the previous year. India is expected to import 1 million bales in 2013/14, a decrease of 700,000 bales (41%) from the previous year. Bangladesh and Indonesia are expected to import 3.8 million bales and 2.5 million bales in 2013/14, an increase of 4% and 2% respectively from the previous year. Pakistan and Turkey are expected to import 3.1 million bales and 4 million bales in 2013/14, an increase of 13% and 8% respectively from the previous year. Mexico and Thailand are expected to import 1.2 million bales and 1.6 million bales in 2013/14, respectively, an increase of 20% and 5% from the previous year.
